Result of ServiceThe consultant will work in contact with the Project Coordinator in UNEP CCC in Copenhagen, Denmark, who will supervise technically and follow up on the compliance with the deliverables and the supporting tasks included. Those deliverables will be reviewed and certified within a period of no more than 5 days, after their receipt by the Project Coordinator. In all cases, the deliverables are considered completed after the review and approval of the Project Coordinator of UNEP-CCC. Work LocationRemote, from Santo Domingo, Dominican Republic Expected duration2 months Duties and ResponsibilitiesUN Environment Programme (Global Climate Action Unit) is the DRI of the Science and Transparency Programme Coordination Project (S&T PCP). S&T aims at contributing to the long-term climate stability objectives of the MTS, through transparent reporting and enhanced global climate action. The program's objective is to strengthen UNEP's role in supporting high-quality, credible, open, and disaggregated climate and environmental data, information, statistics, and early warning, as well as scientific assessments and expertise while providing technical and financial support to countries in reporting under the UNFCCC, enabling state and non-state actors adopt the Enhanced Transparency Framework arrangements under the Paris Agreement. By engaging with various stakeholders, including national and local governments, international partners, and other UN agencies, the program aims to break down barriers to reporting, monitoring, and verifying climate actions, ultimately contributing to a more sustainable and resilient future. In support of the achievement of the objectives and expected results of the project, a consultancy is called to support the implementation of the activities included in this project, described in the following sections. The consultant will undertake a part-time assignment to perform the following activities: 1) Scientific Gaps and Country Preparedness: Analyse the key scientific challenges faced by countries (global focus) in meeting their UNFCCC reporting commitments, including evaluation reflecting their readiness in adopting the enhanced transparency framework, providing a comprehensive overview. 2) Stakeholder Meetings and Guidance: organizing stakeholder consultation activities to explore the and alignment around the emerging topic on the incorporation of additional Scope 3 emissions (emissions generated along the value chain, typically reported by NSAs) in the annual GHG reporting activities under the ETF. This will also serve as communication of the main findings and recommendations on addressing methodological gaps (1) and ensure an appropriate validation with national key stakeholders. 3) Development of technical review notes and documents analysing key results of activity 2 on recommendations to consider scope 3 in GHG reporting framework. This entails the elaboration of a scientific based and technical review reports analysing the key results of the previous activity and recommendations on how to understand scope 3 emissions under the GHG reporting and Transparency framework. 4) Technical meetings providing ongoing scientific based input and/or feedback and knowledge sharing with technical UNEP – CCC staff. Develop the following final deliverables: a. An assessment report on the main scientific barriers, needs and methodological difficulties faced by countries (global focus) on meetings their reporting commits to the UNFCCC, including assessment of preparedness in implementing the enhanced transparency framework. b. Organisation of stakeholder meetings, relevant agenda and presentations, and summary documents which outlining wide guidance for the inclusion of additional Scope 3 emissions in the annual GHG reporting methodology. This materializes with a workshop – and corresponding technical report - with key technical and government stakeholders in charge of transparency-related activities at the country level (through GHG inventories and ETF in general) and various relevant NSAs, which might include among others: local experts on ETF and GHG methodologies, national representatives involved in ETF processes. c. Technical report describing the main findings of a desk review on methodologies and approaches on Scope 3 GHG reporting, challenges and recommendations on how to incorporate them into the reporting structure of national, including also NSAs (key emitting industry sectors) feedback from the component/output 3 Qualifications/special skills• Advance university degree (Master’s or equivalent), preferably in the natural sciences, with postgraduate studies in climate change and/or related fields. • Have practical experience of more than 7 years on climate change issues, mitigation, MRV and reporting under the Enhanced Transparency Framework (ETF) of the Paris Agreement • Deep understanding and practical experience with MPGs f for the ETF • Have been linked to the formulation and/or monitoring of Nationally Determined Contributions (NDC) • Have accumulated experience working with key industries and GHG reporting • Have accumulated experience in consulting work • Knowledge about baseline scenarios and mitigation scenarios, their preparation, and emissions calculation systems LanguagesFluency in Spanish and English (spoken and written) is required.
